StepStone was founded in 1995 by the Adorers of the Blood of Christ and the Sisters of St. Joseph in response to a community needs assessment which found that upon leaving Wichita's short-term domestic violence shelters, many survivors find themselves without the economic or social resources to support themselves or their families. Many survivors are then faced with a choice between homelessness or returning to an abusive home. These women of great foresight started a transitional housing program providing an option to women and children leaving domestic violence shelters.

In 2016, StepStone expanded the number of homes available for survivors and their families with the opening of Bluffview Place, a 28-unit apartment complex. Participants are now able to live closer to StepStone's supportive services, helping them connect with the resources they need. The development is encircled by privacy fences with controlled access through a gate to provide security for residents.

Today, approximately 165 individuals reside at StepStone and another 1,150 receive legal or victim rights assistance each year.
